Or if you are trying (as a city) so hard to have a substantial population that you do not create suburbs, but simply consider everything between Bloomington and Lafayette to be Indianapolis.  I once had someone from Indy ask me what a “suburb” was.  Seriously.  They thought it was the same as a housing subdivision.
